Yeah. It can be placed on the far side of the moon so the moon would be a shield from emissions from Earth, especially in radio.

I assume like a normal telescope on Earth, with more provisions for automation.

Is that a reference to the "Dark Forest Theory"? Honestly that idea, while interesting, has a gigantic logic flaw - any species that can build relativistic missiles will also be able to build big-ass space telescopes (including tricks like using their star as a gravity telescope) capable of checking every single star in the galaxy for planets in the habital zone. So trying to hide your civilization would be a futile effort.

Sure. No air, no wind, no UV blocking. lower gravity means 10x sized mirrors.
Place it on the lunar north pole and you can get away with a pure equatorial mount.

Pretty good except that repairs and modifying sensors would need a major journey.

This would be especially good. You'd need some sort of relay system (either towers on lunar surface or satelliets in lunar orbit, though).

Yeah, at this moment it would be too expensive. But I think it can be done for a reasonable cost in less than 100 years. (Reasonable cost for high-end science project, anyway)
