This applies since waves are transmitted from the ship continually, just like how light may do so. A singular radio wave is discrete, so the interval of emitting a radio wave is twice as long from the earth perspective and twice as fast from the ship perspective. It might also be distorted due to lorentz contractions, unsure how radio waves actually work.
