Looks like many of the studies just had men wear underwear that kept their balls closer to their bodies, to keep them warmer all time. What anon is describing is a short period of time (15 minutes, not all day) with your balls in warm water, which makes a big difference. That being said, there was a noticeable effect on sperm production in those studies.
There have also been studies on short term submerging balls in hot water. These had pretty good results, and seem much closer to the "15-20 minutes in warm water" description.
The goal of the first method I mentioned was to suppress sperm production, but the goal of the second was to kill existing sperm. In order for the effect to be lasting there need to be two factors: 1) The water needs to be very hot. The description"as your balls can endure" is correct, because it would need to be around 116f to be effective, which is much hotter than a normal hot tub. 2) You need to do it periodically. This is because the sperm is mostly just killed with this method, and the production isn't hampered much. The longest some studies went without sperm counts getting back to normal was around 3-4 months, but that was after 3 weeks of doing the hot water treatments often.
So, in conclusion:
