and yeah fine, mental illnesses DO exist, but no man has the mental capacity to judge whether someone is ill or if letting them live their life undrugged will result in something magnificient, or if it's just the way they're meant to live their life anyways. we don't even have an idea what makes for a better or worse life, only for what makes a happier / less happy life. not the same thing at all.
nobodoy has the authority to diagnose mental illnesses. the NPC masses could be the ill ones.
