I think what OP meant is there must be something in DNA which randomizes our actions so we don't have free will. We are just victims of random actions caused by this "random action generator". Whatever that might be.

There is nothing truly "random" in this universe.
We have "natural randomness", which is ultimately indistinguishable from "true randomness", but in the end we are equivalent to the (intermediate) result of a computation.
There is a free will in the sense that you do, what you want to do. But what you want to do is predetermined.
