You mean zero interest, it has been common in the west in the past and I don't see why china can't do it too. The only reason it isn't done in the west anymore is state ran banks are dead, replaced by for profit banks that wouldn't run any program that wasn't profitable.

So is the USA abusing international law as well when they're floating the equivalent of that but under the form of a carrier near China's coast a couple of times every year? Western media is so cringe. The only utility of those islands is to counter American naval doctrine which they obnoxiously display as a threat and blackmail of blockade, they wouldn't exist if the USA stopped doing what they're doing.
