Why are politicians worldwide, and even in the USA at the highest levels, not listening to scientific experts on climate regarding climate change?

What is the principle of the science which is missing, the principle of conveying the breadth and depth of the information in such a way as to convey an emotional response to the reader which gives them for a moment, a full understanding of climate change and how much effort we should each be putting into it? Why is it that science is not convincing to people?

Is there some science to the raising of publicity in science or will there always be some percentage of people in a society who are not swayed by it?
