JWST being cancelled would be huge news, it can only be cancelled by an act of congress, NASA aren't allowed to terminate the project internally.
JWST didn't actually enter implementation until well into the Bush years. Before then no contracts were signed. Hubble was not "the first space telescope", there are many. Hubble images were only corrected with software very early in the mission, before COSTAR was installed, the nice images now are not these old ones because the cameras were shit back then.
