If actually study electro magnetism and Maxwell's equations you realize that what we usually call voltage is fact not a scaler potential field. That is it not conservative or path dependent. We make approximations for normies who take physics 2 in college. The electric fields in any practical circuit is never static. The field is also affected by the conductor. We just make lots of approximations about this shit because usually it's good enough, the exception being RF and sometimes motors.
