We need some material that responds to those stimuli with some change in color somehow that isn't toxic to the human body.
The color change would need to be cyclical and at a specific depth in the skin and you could get some sort of rudimentary animated tattoo. Something like a flip book style animation or those color cycled ones.
Otherwise, If we had RGB nano bots injected into some site on your skin and they could respond to some wireless signal, maybe siphoning bits of energy from your body heat or something then your skin would basically be another screen and your video tattoo is reality.
