It would be the same effect and would predict the exact same outcome. Your "shrinking matter" world view is just another variant of viewing expansion. One is relative to a fixed size of matter, the other to a fixed size of space. There is math for switching between them, but sometimes one is easier to compute than the other and is prefered in the end.
