T-Rex had scales. Other large dinos had scales. We have evidence for that. Plenty in fact.
We also have evidence that some smaller, more or less distantly related dinos living in completely different areas and in a different time had fibrous "feathers"
What's up to debate is whether T-Rex had some kind of leftover tupee or not (I think it might) and how hairy exactly the smaller ones were.
It's like with large mammals. Rhinos, elephants, hippos, etc. are all (almost) completely bald. They don't need fluffy cover to keep the heat in because their bodies have sufficient thermal mass.
