There is not much information about the occipital bun in modern humans, some sites also reference an occipital torus which appears to be more common in East Asians.

if you are trying to claim whites are smarter because they have neanderthal DNA, don't. the amount of neanderthal DNA in your average white person is minuscule and the only thing it does is make you slightly more vulnerable to diseases and make you slightly closer to an ape statistically.
if you want to explain societies success using genetics and essentialism, you are better off saying that those societies were more selective for intelligence

that's not strictly true a number of the traits have positive impacts like fat storage
most of the really negative genes have worked their way out of the population mostly what remains are a lot of neutral or weakly negative genes that are maybe contributing -5% to fitness
the immune system genes have to do with cold climate conditions so it's arguable that some of their utility is climate specific

It is minuscule, but that minuscule part influences brain development. People with that particular gene cannot learn to speak the way h. sapiens do. They learn m0stly by memorizimg what you are supposed to say in what situation and how to react when people tell you something. They cannot communicate using language directly, it's more like causing reactions by speaking and you can occasionally obtain some information from what reaction was intended and how the people reacted.
People without this genetic intrusion can use language to directly exchange information (to which the recipient may or may not react) you can also see that the neanderthals always tend to speak in pairs, as trying to influence more than one person at once is usually impractical , while people tend to stay in groups

There are some theories that autism is linked to neanderthal genomes.
And some that autism is linked to the gut biome (for instance, faecal transplants have made autistic people have less severe symptoms)

Maybe the neanderthal immune system attacks the good bacteria that suppress autism traits?
