Why is it while although we question things like why are things are like they are, that the natural law appears to follow a, lack of better analogy, a federalized system?

We are familiar with local laws like the values of the physical constants upon which it is not too difficult to accurately infer such a hypothetical universe's properties and how they would differ from ours by simply changing those values, but to otherwise keep the theory the same.

But what of variance in not only those values, but of what they plug into as well?

At what point does a function rely(or no longer rely) on familiar time unidirectionality to remain a deterministic representation of events, much less with a cause or to an observer?

At what point does some underlying infrastructure support the ability for immutable quantities to exist or even binary qualities of a real entity?
