You can take I-285 and get off at the Jonesboro Rd exit heading into town. Then make a left on Southside Industrial. You can get into the secret lab through the secret doors in any of those big fucking buildings back there. The building with the fire station is probably the main one.

Depends on the crime and your countries clearance requirements. I had (low level) clearance years ago and they didn't care I had a few drunk and disorderlies, they were concerned about violent crimes and "crimes that indicate dishonesty" such as theft.
