I hate the "why aren't you complaining about china" argument, if I was a chinese citizen and china was a democracy I would be but as it stands I can have no dirrect effect on chinese policy.

China is not another world. They trade with us, a lot.
That means that you are concerned by china's emission as a consumer of chinese products, and also as a citizen of a country with diplomatic ties to china.

We could put pressure on our governments to make them tax china's exports until goals of lower emissions are reached.

So it's either a dictatorship, weighted democracy or China and India decide every election.
I think attempting to have a one world government while cultures have different opinions on who has basic rights would be more of a filter than not trying that.

Yes, per capita values are meaningless. The best way to fight climate change is to Balkanize the largest nations by population, while not reducing CO2 emissions at all. This way the largest contributors aren't producing as much.
