Why do we go from off-axis stress to on-axis when finding the A and D matrix ?
What is the point of transforming and finding the stress and strain in the fiber direction ?

Not even close to an expert but probably because the minimum allowable shear stress is along the direction parallel to the fibers. So it makes sense to design your part or whatever such that the principle stresses is perpendicular to the fiber direction.

I can't think of any other reason to do so. It seems pretty obvious that if you are designing some kind of anistropic composite material, then clearly you would like to know/ensure that material doesn't fail along its weakest axis.

well it turns out, it depends on the materials used, your picture is one example.
BUT it could be that this is an example of pure plane stress misapplied to a composite; that looks like it'd be the case
