No. And even quantum computers could, techniques which are specially made to be particularly hard for quantum computers can be developed. The main priority of current day encryption is speed (and "good enough" encryption quality), it's not even close to being as secure as it could be, if need be.

The more accurate answer is not yet. Hover current encryption algorithms swill require an update, in order to be quantum safe.
Also, the potential of end to end encriptions is a quick solve for now. We can even go wild and imagine quantum entagled encription.
