No. Dangerous viruses tend not to spread as far. Viruses that spread far tend to not be as dangerous. It is a much more difficult challenge to create a world-ending virus than you expect. On the other hand, one might easily design a virus that kills thousands of people in bioterroristic acts in the future, easily. But it will be thousands of people, not millions.

there are plenty of diy crispr kits where you can make deadly viruses (only an idiot would do that tho, becaue they'd probably kill themselves in the process).

the problem is scaling up production w/o being noticed (buying 100 diy kits will put you on a watchlist)

some disgruntled (possibly autistic) high school biology teacher could definitely do this (and possibly already has done tests with his own strain of the common cold)

Creating a modified DNA or RNA is one thing.

Having your vector encapsulated into its protein coat is another. I think this would be the most difficult part of the process.
