In order to intimidate other military superpowers and to quell the complaints from US taxpayers regarding the misuse by the US government of over 20 million USD in the AATIP, the US government declassified low quality footage taken by USAF pilots to fuel discussion about the craft and not the program and coasted on the fanaticism of conspiracy theorists by allowing the whole TTSA debacle to bring it all down to pothead tier levels of discussion, successfully posturing against other military superpowers and avoiding public outrage over wasting tax dollars.
This is the simplest explanation and requires no aliens or conspiracies other than a routine misdirection move made by a government famous for sweeping scandals under the rug. In other words, there is nothing strange or unusual about these aircraft or events.
