Why is learning Physics bureaucratically separated from learning Chemistry? Why isn't there a 'Science' degree that can be used for specializations later like Biochemistry?

Because the differences are already broad enough. They have different goals of what they're trying to achieve, as scientific fields, and so they have to be taught differently. Could you imagine trying to understand chemical bonding from a physics point of view? You'd have to get through at least a year of QM before being able to talk about physics. On the flip side, physics doesn't give a fuck about hydrogen bonds and polar vs. non-polar molecules and the unique properties of halogens - just give me a general class of Hamiltonians to diagonalize, and let the numerics people actually plug in the parameters if anyone cares about those specifics.

What are you talking about. For your STEM degree you will most likely get a chance to take physical chemistry and biochemistry. I just took both this semester and my major is biotech. My school also has biochemistry as a major... seems like there are many choices for specialized sciences which are interdisciplinary. If you school does not offer those then you can always go somewhere else.
