If it does help then buy all new microfiber cloths to clean your glasses. Buy them in bulk and have two ziploc baggies to keep them in. One for used and one for clean. Only ever clean them by hand in a sink and never let them fall to the floor, if they do reach the floor or other dirty surface, toss it in the trash.
If this problem occurs without the glasses, make a wee tiny pinprick hole in a piece of paper. Look through it and see of those glares and halos disappear. If they do disappear then it is most likely just a problem with the shape of your eye's lens or you can't properly focus it. You'd just need to get an eye checkup and specifically ask the optometrist about the issue.
Finally, the reason you see star patterns from bright lights is due to a few optical things. You can get some understanding of this by reading up about optical aberrations, apertures, and bokeh in photography.
