Refillable cigarette lighters have a larger flame when they're mostly full compared to when they're mostly empty because the vapor pressure caused by the liquid butane is exerted off all its surfaces including those that are sitting next to the plastic lighter housing, not just the top part that is exposed to gaseous butane, and all the directions push back into the butane and up into the gaseous part and push the butane out faster.
