it's not about being in the right journal, you are free to disseminate it as part of your freedom.
but when a publisher touts they are scientific and peer reviewed they need to follow through on that promise.

I agree, this hurts science a trivial amount, but overall, its like looking for gold in a trash can. Very little of it.
