Renewable energy will not solve global warming, it will not even delay it if nations continue to populate the globe at the rate they have.

Its important to have strict media controls and limit religion.

Religion, as a main doctrine dictates to their followers to reproduce as much as possible, naturally limiting religion would be the first thing a rational leadership would do to limit population growth.

Limit media access, create controlled forums in which people are prevented from spreading natalist messages and promote those who spread anti natalist messages.

Keep people occupied and divided from interacting and forming families, long hours at work followed by distraction such as media consumption will keep the worker away from the opposite sex.

Reduce development of housing in high population areas, high cost of housing will force people to put off the creation of children for a decade at least.

Calm male lust by giving them pornography and reduce stigma in homosexuality.
