the furthest galaxies out which still have an effective blueshift due to their sporadic motion are only 50 million light years out, fairly close by on the cosmic scale, a very small fraction of a hubble radius, everything further than 50 million light years is being agressively draw off by cosmic expansion. so if the width of a galaxy is 100,000 light years then thats not negligibly small in compared to 50 million, expansion will affect it.
