>mildly heat oil for 20-30This is the tricky part. First you need a pot to heat it in with a lid so vaporized oil can't escape. Don't lock it, if too much pressure builds up let the lid be able to pop off. Mild heat meaning how hot? You want it to be hot enough to make the cannabinoids soluble, but not so much that you decarboxylate the THC/CBD. Try 300 F for 2 hours.
>strain oil to remove particlesYou don't want any particles throwing off analysis when you vape/smoke it. Try catching bigger particles first by pouring 300 F oil through permanent coffee filter first, then through a paper coffee filter. It may become slow to drip through, try to keep it hot to help with viscosity.
Note: There are studies that suggest heating CBD in this manner with a sufficient acid can convert it to THC. Google CBD to THC. Yields are extremely poor but it works.
