Lamarck was a moron, but not as wrong as you'd think. There have been studies that show that the environment of the parent effects the genes that are expressed in the offspring. Over several generations in a similar environment genes expressed get stronger and genes not expressed get weaker.

Do you think a bunch of dolphins just died until they randomly could hold their breath? No, the genes expressed in lung capacity became more expressed and the genes for fur, hind legs, etc. stopped being expressed and the genes made a 'conscious' decision to forego it.
I have no idea how life went from self repeating chemicals to this level of sophistication but I truly believe this will become the accepted view by the time I die.
