I don't know your scare crow version of communist, but a communist country generally doesn't even have money.
Trying to seize possessions via the government is the Marxist strategy to bring about communism, but said government, there, must also be dissolved. If there's a governing body over a majority, it's can't be communism.

China is fairly nationalist and has a government strictly overseeing a capitalist flow of money (closer to fascism than communism - which, again, doesn't have a governing state.)
What's much closer to communism would be... the moneyless confederation of Star Trek. Except we only ever see the military/star-ship complex there (not how nations are managed on earth)
