you can write a 1 to every address but the address register itself is determined by a logic circuit that can't access the registers if all its registers are a 1, that would mean that every address would be the same, and it can't get to all the other addresses with the address of all ones.
So the registers used for data can all be written to one, but the registers used for addresses can't and are not hard wired but are themselves microcode.
