While it is true that some races and men have larger brains with deeper sulci than other races and women on average, and that it is associated with greater average intelligence, it seems that the vast majority of people who state this use it in a prescriptive rather than a descriptive manner, i.e. they knowingly misuse the data to dismiss certain races and women because the average of those groups is unintelligent.
Regardless of trends, the best way to judge the intelligence of an individual is not their race or genitalia, but (surprise, surprise) their intelligence.
Also regression to mean is a retarded concept with sparse and shoddy data at best backing it up.
