Simulating a society that is visited by all-powerful other civilizations is pointless.
So yes, 99.999999999999+% of civilizations will exist in a mono-civilization simulated universe.
Because one thing you want to do is to simulate as many live-creating planets and situations is possible so you know what is out there in the vast expanses of the universe. It becomes a key and important question to any society: What other life forms can exist and what do they probably look like? (threats versus not)
So yes, the first step of any super-intelligent arising society would be to do endless simulations. These simulations would be solar system or around that level of detail. hence not teeming with external galaxy level civs.
