There are a lot of mixed results of its evidence (see meta-analyses) and it's highly dependent on the stimulated area, parameters (duration of current, whether its online/offline, current density, etc.) and the task that is used while stimulating. There are still no protocols that always work.
Also, tDCS only facilitates/makes it difficult to activate an area with its anodal/cathodal stimulation. It is not capable of activate/impair an area for itself, so

TMS can activate an area by itself but it suffers from the same problems. Also, unlike tDCS, you can't get it one for yourself (I wouldn't ever get a tDCS that's intended for particular use though)
