A God would create hell to torture those who have wronged him/her just as an Above-Human intelligence would create a Roko's basilisk for the same purpose.

Death of your enemies is simply not enough, as dying simply ends their pain and suffering. It will never satisfy the hatred, anger and rage that fuels your being.
