There is a far greater danger at the military level than at the level of individuals.

>>11164054 is half correct. The reagents and lab equipment for working with viruses/bacteria are not extremely expensive or even outside the budget of a hobbiest. But in order to develop anything worthwhile, you'd need pathogenic strains, and/or pathogenic DNA. Both of which are difficult to obtain without institutional access. If you are not working in a BSL4 lab, you'd also have a very high chance of killing/infecting yourself as soon as whatever you develop becomes dangerous enough.
