was there a theory about language as a basis for how people perceive the world? like if you know english rather than french your worldview will be influenced by the characteristics of the language, or am I imagining it?

Log, ax, saw, hammer. If I asked you to group these, assuming you spoke English, you'd probably do ax, saw, hammer and log separately since the three are tools and a log is a raw material but some people will do ax, saw, log and hammer separately because the log is created by the ax and saw.

Yes there are some. Usualy for interrelated cultures like french and english there is much less apearent perceptive difference. However, pure philosophy is usually pretty universally aplicable (not abstractions of society or culture, stuff like Kant's Critique of Pure reason)
