Explain this to me, a brainlet

According to science, the whole entire universe is expanding omni-laterally, all the time, at all times, at the same time, linearly. Because of this, apparently there will be a time where the stars would be too far away for us to travel to and explore.
But doesn't that theory mean that we are also expanding as the same time as the rest of the universe, atom by atom, subatomic particle by subatomic particle? Doesn't that universal expansion means that the universe will always remain the same, only "bigger"?
It's not like expanding the distance between 2 balloons. It's expanding the physical zone that those 2 balloons occupy, together with expanding those 2 balloons themselves at the same time with everything in between them.
