Similarly if you pass General they'll let you try for Amateur Extra. But anyway for a beginner the difference isn't that big, you're probably gonna start with a Baofeng and hit the local VHF and UHF repeaters. Then you can see how much you like the hobby and whether you're willing to plunk down the change for an HF rig. Personally I did it my first day with a tickey and never looked back.
