Contemporary tattoos, owed to not being in any tradition, are meaningless or individually-determined. In actuality they're commercial/consumerist, and correspond the social pressures of any product. However this can't be said to be a tradition because it's more of a random fabrication of the economy. We've yet to hit tattoos being high status, only removal of their low status (in Western and therefore world culture, even some urban Japanese get tattoos despite still-living taboo from yakuza association). Tattoos in history are hard to do so they always fit into some specific tradition and meaning, often lost to time. There's still some traditions like various Indian traditions, Yakuza tradition, and probably the only surviving Western tradition up until recently was sailor tats. In the ancient and prehistoric worlds they weren't uncommon, relating to religious subtleties beyond us.
