The waste water will need to go somewhere, and you'll be flooding someone.
Turbines can go too fast. You need to put something like an accumulator between it or that will blow up.
The total cost of this will be least expensive than excavating and laying a single copper wire. That's safe and there's proven procedures on how to do that while what you are doing will get you and many people murdered and if built the local fire department will shut it down before you start a forest fire that kills a dozen volunteers and causes millions in damage.
