So now that it's proven the hubble constant is actually a function and space expands faster the closer you get to the observer, and inversely the slower you get away from the observer, what does this mean for the universe?

Probably means there are a few cosmologists nervous they will get called out for being wrong before they have time to publish something relevant in line with new data.
Story tellers gonna story tell
This is the equivalent of people making film theories with the idea the fictiion is real in an abstract way. An "in universe" theory of fiction that changes with the new publication of an author writing fiction.
They don't have a foundation in Experimental science.

as things get further away, the rate of expansion of space decreases

Could be an expansion bubble viewed from the inside. Space expands and is affecting the distance light travels. Closer objects light hit the bubble first and become elongated, farther observations the light travels a longer distance before hitting the bubble thus time spent in bubble is less making appearance of shorter expansion

My own personal theory is that Space curvature is like a wave function.
