There probably wasn't life on Mars in the past, and if there had been, conditions would be less favourable for producing crude oil than they are on Earth (colder, less pressure, less water). So the answer is yes.

There is water on mars and there is life, we found lots water and evidence for life.

NASA will not announce life on Mars until it is 100% incontrovertible, just explaining the seasonal methane and oxygen blooms WITHOUT having life requires some seriously strange chemical reactions.

It's entirely possible for natural gas to exist there even if there was never life. There is most likely methane on mars. Oil depends on what you define as oil, but there will most likely not be oil on mars that is similar to terrestrial oil.

The verdict on methane is still out. Curiosity has sensed it (~0.5ppb), but the first findings from orbit-based spectroscopy (TGO) suggest that there is no well-mixed methane in Mars' tiny atmosphere, or if there is, it's < 0.05 ppb. Which makes the rover and Mars Express findings even more mysterious.

Oil and natural gas implies not just any life, but eukaryotic life, viruses, photosynthetic chloroplasts, basically the whole story. The eukaryogenesis is thought to occur only once in the earth's history, so we can assume that there is absolutely no oil or biogas on Mars and there wasn't any life on it ever.
