I think it should be taught to all physics majors even with the engineering and empiricism involved. This would be useful to them even in core physics work, when fluids and heat transfer play an important role in many places, including unlikely ones like astrophysics (atmospheric turbulence and cosmological fluid phenomena); and in experimental design. Hence it would be a valuable addition to their knowledge base as practical physicists.
