Ice is a very smooth surface, due to liquids self leveling properties ice is usually always flat, unless its dripping or happens to freeze to quick. Ice can be jagged or crystaline in nature, do to outside forces, but never in a vacuum. This goes for most liquids, under the right temperatures and assuming they crystalize at the rate at which ice does on earth and you'd probably get similar results.
