I think what's happened it takes advantage of the fact that this method of treating division as an automatic fraction in the case of to multiple terms was taught a very long time ago and those special cases have persisted in certain regions or countries while it's no longer a special case in the modern notation.

It's ambiguous, but in ambiguous case you should use PEMDAS, the de facto standard.
The parenthesis express a grouping of something and that something is "2" in this case, not "(8/2)".
Therefore, unless a different order of operations was specified, the correct solution is 1.

That's the answer. Don't really see the problem. When there's multiplication and division you do whatever comes first i.e from left to right. Also in this this case we have parentheses and they come first, so just do them and that's it, you may normaly proceed,
