Would a clock, onboard a ship orbiting the earth, at the same speed as earth rotation, run the same as one on the ground?

i dont think you can orbit the earth at "the same speed" as the earth's rotation from the ground's standpoint. you'll fall out of orbit unless you're going much faster, in which case, the clocks diverge.

It's called geostationary orbit anon. Would be an interesting test for OP but a really expensive one. He's basically wanting to challenge idea of time dilation associated with high velocity with a mechanic clock

You can actually go at the same speed as earth rotation IF you are far enough

Op I thought of a better test! To differentiate between relatively and lorrentz transformations are different sigmas.
If you have a rocket traveling faster than earth, based on relativity that rockst should see time slower, but what if you sent it in the opposite direction of Earth's trajectory like a local retrograde. Where you are trying to reduce it's movement to a fixed point in space rather than in relation to the world. Focusing on reducing velocity while appearing to move faster than the earth.
I think lorrentz will predict what will happen while it will be counter intuitive for Einstein

My guess would be you'd see time a bit faster until velocity goes all the way to zero then slows down again as if launched prograde compared to a "fixed point" on the body, but from each point of view Idk, you got me a little lost there

This is basically the idea of lorrentz. It predates Einstein's general realitivity so in terms of utility. Even if we lost GR because of its flaws, we can still set the GPS clocks correctly due to lorrentz transformations.

We cannot. I'm pretty sure that each day the GPS clock goes 7 microseconds slower due to relative motion (i.e. Lorentz boost) and 45 microseconds faster due to the curvature of the earth (GR).

No, we already have atomic clocks on board geostationary satellites. Relativistic corrections need to be made to make them run at the same rate as the atomic clocks on Earth.

As I said it's not geostationary
Geostationary speed = 3.07 km/s, way faster than ground speed
You'd have to go further than that to orbit at earth rotational speed which is around 450m/s
