If you are doing big stuff down on Mars, you are doing it with a space and orbital industry in play and in a big way, so you might as well look to that for options for dealing with the magnetosphere and low temperatures. We know how to make magnetic fields without using billions or trillions tons of spinning molten metal on a planet's core. A magnet around Mars or one on the Lagrange point would need a gigawatt of power, which is fairly trivial even by modern standards, let alone any civilisation with a plan to terraform the place for a couple of centuries.

Electrons get released and give surface a charge. This charge then pushes molecules away from moon, but solar radiation provides them energy to lose electrons making positive ions. Freed electrons become ionosphere, positive ions cling to moons charge/gravity

We don't need to heat up the core of any planet. To maintain an atmosphere, all they need a magnetic field or very thick atmospheres to protect it from solar wind. We can generate such field with orbital assets. Even if it suffers a catastrophic failure, the atmosphere will not vanish instantaneously and you have centuries to build up the whole thing again and turn it on again.

If you don't have a way of capturing enrgy from sun (using sun's potential to induce heat in core) you won't be able to sustain a magnetic field at these scales.
Think of active planet like earth as a fucking huge Cathode Ray Tube , heated element releasing electrons radially with the circuit being complete with the potential of the sun. Sort of an induction based CRT

As for the actual crew, a specialized team could arrange a set of AI, able to function under the grueling conditions of Mars, fused with a similar technology to large power drills. The people living in the current lava tubes should be able to manage and maintain this AI for at least a few years. There should also be a team of at least a few radiologists, geologists and cartographers to keep the project in check and determine the optimal placement of the lava tubes.

We only need one Gigawatt. This is within our industrial capacity on Earth. In time, we will have the same capacity in space too. On the other hand, reactivating the core would require so many nukes that it would make the peak of the entire nuclear arsenal from the Cold War look like firecrackers.

This reasoning of yours about only a gigawatt of power would be needed to recreate Earth's magnetic field is wholly based on the apparent strength of the field but doesn't actually include it's potential at play in other systems that reduce that effect. If a gigawatt was enough we'd see every power station have an observable effect on the magnetosphere.
