As collectively they would retard the change in temperature if there is a temperature difference between one side than the other. Ergo putting this on your head helps keep heat in while keeping cold air out.
If we didn't sweat it would probably be a good idea to keep a hat on to insulate from higher temperatures. some cultures do wear loose-fitting Garb to allow for sweat to work while insulating from Heat with fabric.
