It's a complicated mess of excitatory(DO THING) and inhibitory(DON'T DO THING) neurotransmitters
Basically(and it's been a while since I learned this/new shit might have been discovered, idk) each neuron can have a bunch of 'inputs'(other neurons' axons connected to its dendrites) but only one output(the axon).
All those inputs are shitting excitatory or inhibitory at this neuron, and as soon as the excitatory input is higher and reaches a certain limit, it triggers an action potential(electro-chemical wave across its membrane) and makes the cell perform its function - in this case, for the neuron to start shitting out neurotransmitters from its own axon onto another
Now imagine dozens of billions of these individual cells, and who knows how many connections and interactions between them which makes this absurdly complicated network
