That's probably close to what's in regular paint just by random chance.
Silver is $0.50 a gram, and I found an article* showing high efficacy at a mix rate (by mass) of 0.7% of 12-16nm silver particles. If a gallon of paint were prepared similarly, you'd need about 38 grams of silver, which is only $19. If they managed to get the nanoparticles down to the optimal 1-10nm range, they could even get away with a lot less silver.
